Sometimes recruiters may need to move an existing candidate application from one vacancy to another vacancy. This is achieved with the Transfer to vacancy feature, accessed via the bulk action dropdown on the candidate list page.
Select the candidate(s) you want to transfer, choose 'Transfer to vacancy' and click 'Go':
In the popup window which appears, choose the vacancy to which you wish to transfer the application:
Confirm you want to proceed, and the task is complete.

If you have the Pipeline functionality implemented within your configuration, then you can perform a combined action of moving someone out of the pipeline and into their new vacancy in one action.
